 James H. Lanning: Founder, Director of Public SafetyCIKR & Critical Incident Management

Mr. Lanning is the Founder and President of the National Critical Infrastructure Key Resources Group (NCIKRG) and is responsible for the strategic and operational concepts employed by the company. He brings over forty years of experience in the fields of critical infrastructure protection, public safety, emergency management, education and law enforcement to NCIKRG.

Mr. Lanning has initiated, implemented or coordinated projects and programs encompassing these critical areas with the Law Enforcement Community. United States Air Force, the private sector, and at federal, state, county and local levels of government.

He has served as a Public Safety/Emergency Manager for a city; a Deputy Chief of Security and Medical Services for a state agency; and, has worked for the California Department of Forestry and Fire Protection/Sierra/South Region and at the Multi-Agency Coordination Center (MACCS) as a Joint Apprenticeship Coordinator (JAC) and Fire Intelligence/Fire Information Officer.

Mr. Lanning is the sole proprietor of Golden Eagle Management Services, an investigative, business fraud, due diligence, background investigation and project management company that has successfully operated in California for more than fifteen years.

After a thirty-two year career in law enforcement and public safety with the Riverside County Sheriff’s Department, and State and Local agencies, Mr. Lanning recently retired at RSO as a Reserve Sergeant. Mr. Lanning was assigned to the Homeland Security/Regional Training Program at Ben Clark Public Safety Training Center which supports and interacts with federal, state and local homeland security, law enforcement, probation, fire, emergency medical services and emergency management agencies within the region. He also acted as a critical incident first responder and emergency manager for the Sheriff’s Emergency Response Team (SERT).

Mr. Lanning holds a Bachelor of Science degree in Occupational and Vocational Education with University Honors from Southern Illinois University. He holds certifications from DHS, FEMA, California Emergency Management Agency (OES/OHS/CalEMA) law enforcement (POST).
